North body officials get more budgetary power

The North Delhi Municipal Corporation has decided to increase the budgetary powers of its officials. This means that work of road repair and drain construction will happen at a much faster pace.

Earlier, even small repairs used to take a long time because the budget for the same had to be approved at the commissioner’s level. After the hike, depending on the rank, officials will be able to expedite Rs. 7 lakh to Rs. 20 lakh worth of works without waiting for approval from seniors.

“The review was long pending with costs rising considerably in the past few years. Even a small repair work or construction costs more money in terms of buying the material and recruiting labour. With the hikes, the long wait associated with small projects will be over and repair work will happen much faster,” said Mahender Nagpal, Leader of the House, North Corporation.

Nagpal gave the example of CPWD and PWD who, he said, are very swift with their repair work because their officials are empowered to expedite work that costs several lakhs.

The proposal has been sent to commissioner PK Gupta for approval. According to the proposal, the engineer-in-chief's budget approval limit will increase from Rs. 8 lakh to Rs. 20 lakh, that of the chief engineer will increase from Rs. 7 lakh to Rs. 15 lakh, deputy commissioner's from Rs. 6 lakh to Rs. 15 lakh, superintendent engineer’s from Rs. 2 lakh to Rs. 10 lakh and executive engineer’s from Rs. 1 lakh to Rs. 7 lakh.

This means that small but important works such as covering potholes or fixing broken pipes can be done faster at the zonal level instead of having to wait for weeks.

The House of the municipal body had discussed the issue in a meeting recently.

Municipal councillors had complained about how the zonal offices should be given more monetary powers because works get delayed in the absence of adequate budgetary powers.
