Online payment comes with rider

If you are planning to pay your electricity bill online through a credit or debit card in Noida, you will have to pay 1.5% of the bill amount as extra charges and not just R10 as claimed by PVVNL officers at the launch function.

Officers of Paschimanchal Vidyut Vitran Nigam Limited (PVVNL), which supplies electricity to Noida, had earlier announced that consumers will have to pay R10 per transaction for payments below R500 and R20 for payments above that amount.

“For my bill, R105 was debited from my account for making an online payment of R7,015,” said Dhiraj Kumar, one of the consumers and resident of Noida.

However, PVVNL officers beg to differ. "The net banking payment of electricity bill is only optional. There is full transparency in the payment system. On clicking the online payment option, the charges are mentioned very clearly. Online consumers are literate and educated people. Only when they approve the charges, they press the next button and proceed,” said AP Mishra, chief engineer, PVVNL.

“Online bill payment is an additional facility provided by PVVNL for convenience of its consumers. The traditional options of making payment by going to the collection counters in cash or by cheque is still available to the consumers without any service charges as before.”

However, the extra charges have created problems for cyber cafe owners who are approached by people not familiar with the internet or are illiterate.

“If we pay the bill through their debit card, 1.5% is deducted by the bank which an illiterate consumer does not approve of. They insist on paying just R10 as per PVVNL directions,” said Gurnam Bhatti, a cyber cafe owner in Gautam Budha Nagar.
