RC project lacks provision to ensure timely delivery: CIC

delhi Updated: Mar 09, 2010 14:48 IST

The 150-crore contract given to a private firm by Delhi Government for issuing Registration Certificate (RC) smart cards within four days of application does not have provision for imposing punitive action if the delivery time is not maintained by the company.

The case came before Central Information Commission when an RTI applicant seeking information on the project was not given complete details.

"The PIO (official of transport department) states that whereas the contract specifies a period of four days for the vendor to deliver smart cards, there is no tracking to see if this is actually happening, and the contract wonderfully has no provision for any punitive action if the vendor does not deliver within any specified time," Information Commissioner Shailesh Gandhi noted.

The official, however, added that now RC Tracking system has been put in place in which the dates of all the activities is listed in the provision of a smart card, CIC observed.

RTI applicant Piyush Jain has inspected files of the transport department and was able to locate at least 10 files in New Delhi zone where the date of printing smart card was delayed by 30 to 100 days, Gandhi said while ordering to put all information on the web site by March 15.
