Regularisation of parking sites: EPCA raps civic body

The Environmental Pollution (Prevention and Control) Authority (EPCA) on Saturday rapped the Municipal Corporation of Delhi for failing to comply with conditions for regularisation of parking sites across the Capital.

During a meeting with various civic agencies, EPCA chairperson Bhure Lal took the MCD officials to task for showing laxity in regard to demarcation of parking sites, compulsory hand-held machines for giving parking tickets and installing boards that display rates — all necessary to ensure that no unauthorised parking sites are being run.

The EPCA, a statutory body formed on the directions of the Supreme Court, monitors progress of various steps taken by the government agencies and develops new policies to curb vehicular air pollution.

Lal said, "MCD officials told me that the mayor has written to them, saying that she has received representation from various people. How can the mayor object? This is being done on the orders of the Supreme Court."

The development appears to be a tacit move by the MCD parking contractor mafia, who apparently are trying to thwart new terms and conditions to run unauthorised parking lots.

Sources said, mayor Rajni Abbi wrote to the remunerative projects cell of the MCD as to why the aforementioned conditions were being changed without the approval of the elected representatives. It was not necessary that the changes needed their approval, the sources said, adding that the municipal commissioner can approve the same as it is being done on the directions of the EPCA.

Meanwhile, Abbi vehemently denied the charges. "I did not object. I only asked for clarification as to why the terms and conditions were being changed for the parking contractors."
