Admitting that extreme deprivation and exploitation have fuelled the growth of Naxalism, the Centre has approved a plan to bring 33 Naxal-affected districts and 22 districts near Naxal areas to the level of development mandated by the national development index by 2012.

The plan aims at pumping in over Rs 20,000 crore in the next three years to provide the following: a health center and school within one kilometer of every habitat, roads connecting all villages, skill development programmes for youth and help in increasing agricultural output. Twenty central government ministries and seven state governments will start work on this from the next financial year.

The plan was prepared after a Planning Commission report in 2008 pointed out that Naxal-affected areas were among the worst in the country in economy, health, infrastructure and education.
