For students studying in a number of coaching and training institutes in South Extension I, there’s some bad news. The Municipal Corporation of Delhi’s (MCD) sealing squad is planning to take action against a number of such institutes starting next week.
According to the building department of the Central zone, a number of private institutes have been carrying out commercial activities from the residential area which has reduced the walking and parking space leading to chaos in and around the area.
While the main road in South Extension I has been classified as a commercial area, the institutes in question are functioning from the residential area inside the locality.
More than 35 institutes have already been served sealing notices by the building department. These includes aviation institutes, management institutes, computer training centres and travel agencies.
Officials say that under the Master Plan of Delhi 2021 these coaching centres can only run from residential areas if they have an 18-foot wide road outside the premises.
However, the coaching and training institutes do not meet that criterion.
“We had served them sealing notices earlier and had sealed three of them, too. The owners had then approached the court which had allowed them to be desealed. We had initiated action against them only after getting an approval from the Supreme Court-appointed committee. However, the owners of these institutes had said that as the market had come into existence before 1962 they didn’t need to follow the 18-foot criteria. But it was later told by the Monitoring Committee that though South Extension came into existence in 1962 but it was completed only after 1965 and, hence, these institutes were violating the norms and had to be sealed,” explained a senior MCD official.
The civic agency said the owners of these institutes had also approached the Lt. Governor who had then directed the civic agency to inform him before initiating any action against them.
“We have sent a file to the Lt. Governor informing him about the plan to carry out sealing and the fact that they are not covered by any law. Once we get his approval we will start sealing them,” added the official.
The MCD said the markets that came into existence before 1962 can allow such institutes to carry out their activities without meeting the 18-foot criteria as per an amendment that was made to the MPD 2021, in 2008.
