The scene will soon be replicated in 3,000 schools across the capital run by the Delhi government, Municipal Corporation of Delhi (MCD) and New Delhi Municipal Council (NDMC) following a directive from the Delhi High Court on Wednesday.

A Bench of Chief Justice A.P. Shah and Justice Manmohan said each school must have two special educators for students suffering from various disabilities, including visually and hearing impaired. The court issued a deadline of six months for their appointment.

The court said teachers must be specially trained to teach disabled students and should preferably be a Bachelors’ in special education. The government has also been instructed to provide them teaching equipment.

Can’t refuse admission

The Bench is hearing a PIL filed by NGO Social Jurist complaining about lack of efforts by the government to bring such children to the mainstream system or to provide them a proper educational environment.

“There are no qualified teachers in schools for such kids and by denying them special facilities, the government was denying them right to education”, the judges had observed during a earlier hearing.

When the NGO’s lawyer Ashok Aggarwal argued schools were turning away children with disabilities, the court said “no disabled child shall be refused admission in government or schools run by local bodies”.

On the NGO’s submission that no one came forward to become ‘special educators as they were not paid at par with general teachers, the court said “...the service conditions of a special teacher shall be same as that of a regular teacher”.
