Team in US to work out Headley access

India on Saturday sent a two-member team led by solicitor-general Gopal Subramanium to the US to firm up the legal framework under which India will seek access to Pakistani-origin Lashkar operative David Headley.

The visit by Subramanium — accompanied by a senior officer of the National Investigation Agency — is expected to help lay down a clear roadmap and the nature of access that Indian investigators could expect.

“Two different legal frameworks are at work. Our requirements need to fit into the US framework,” a government official said.

Subramanium had earlier advised the government that it would be reasonable for India to seek Headley’s extradition to ensure his thorough custodial interrogation. The US had spoken about its commitment to provide India access to Headley on several occasions.

Subramanium ’s visit comes in the backdrop of National Security Adviser Shiv Shankar Menon’s talks with his US counterpart James Jones during Prime Minister Manmohan Singh’s recent US visit.

Headley, arrested in October last, has entered into a plea bargain with the US government wherein he offered to be available to foreign investigators through deposition, video conferencing or letters rogatory.
