Delhi Police are still investigating allegations that a cartel of property dealers forged documents to grab flats under the SC/ST category in the recently held Delhi Development Authority (DDA) draw of lots for 5,238 flats.
But if you have been wondering why all the allegations of irregularity revolve around allotment of flats under the reserved category (Scheduled Caste/ Scheduled Tribe), here is the reason.
Senior DDA officials said that under the ST category, for every single flat on offer, there were only 23 contenders, as against 135 for every flat under the general category.
While 5,09,337 applications were entered in the draw for the general category, there were 9,147 applications under the ST and 37,741 applications under the SC categories.
“Because of fewer applicants, the probability of getting a flat under the ST category is far higher compared to that in the general category. It might be because of this reason that property dealers forged papers and applied under the ST
category,” said a former DDA principal commissioner, who did not want to be named.
Of the 5,238 flats, DDA had reserved 17.5 per cent (916 flats) for SCs and 7.5 per cent (393 flats) for STs, and one per cent each for the war widows, physically handicapped and ex-servicemen.
Even police officials investigating the case said that this high probability could be the reason why property dealers might have targeted the ST category.
However, DDA officials maintain that it is difficult to get away with any forgery committed to get a flat. “Before allotting flats, we verify all documents of successful applicants. For alottees under the reserved category, we write to the authority from where the reserved category certificate has been issued, to check its authenticity. Only after all these checks do we hand over the flats,” said Asma Manzar, DDA housing commissioner.
