'We have removed final exam fear psychosis'

Finally having implemented the grading system in CBSE Class 10, the Union Human Resources Development (HRD) Minister Kapil Sibal is already working on the next reforms in the education sector.

These will be revealed shortly, he says. Sibal is of the view that the new grading system will bring out the best of creativity in the leaders of Wednesday. The minister shared his views with HT.

Is there sufficient time to implement the new grading system, as there is a feeling it has been rushed through ?

There is a year and a half to prepare for the new system, the preparations for which are in full swing, and sufficient time is there. Teachers will be trained and schools are being reoriented. We are getting a tremendous response. The system has already been clearly defined and set out, there is no question of rushing through.

Do you think the teaching community will be mentally prepared to implement the new system within 18 months?

Why not ! They are supportive and appreciative of the idea. Yes, their workload will increase, but at the same time they will get more time. Right now, the syllabus is over within six months, now they can spread it over the entire academic year and spend more time with the students.

What is the basic rationale behind doing away with the class 10 exams?

Let me make it clear, that exams will be there on demand. All we have done is to remove the compulsory final exam fear psychosis from the minds of students. Education in my view is not about marks and not about merely memorising text books, but letting the best creativity come out from within the students. The grading system will not be based on a single exam. There will be two tests in a year and final evaluation, but there will be no marks.

There is a feeling among the parents that now the entire exam burden will shift to class 12, the career class in today’s education system?

In my view, we would be able to prepare the student better for class 12. With more time available in class 10, students will be able to decide freely on what they want to do in the next class. Till now, they were only revising after September, gripped by exam fever. All we have done is implement an idea which had been debated for years, but never implemented.
