Besides being an obsessive stalker, Devendra Kumar alias Lillu, the 30-year-old prime accused in the kidnapping of Ghaziabad woman Dipti Sarna, is a man wanted in connection with several cases. He is accused of committing crimes, including murder, robbery and attacking police officers near his village of Kami in Sonepat district.

Devendra had been arrested by the Sonepat police 14 times in 15 different cases. But every times he got out of jail, he figured in another crime, forcing the police to declare him a proclaimed offender. The Haryana police had announced a reward of Rs. 3 lakh for any information leading to Devendra’s arrest.

Sonepat superintendent of police Abhishek Garg said, “There were several criminal cases registered against Devendra. He also managed to flee police custody in 2014.”

As per the records maintained by the Sonepat police, Devendra committed his first crime in 2001, when he was 14 years old. He thrashed a constable in his village Kami in Sonepat and robbed him of his bike. He was booked by the Sonepat police for voluntarily causing hurt while committing a robbery under Section 394 of the Indian Penal Code (IPC). Later, he was released on bail. Within four years, he was again booked by the Sonepat police in October 2005, this time for murder. After two months, Devendra was arrested again from Rai in Sonepat district in an attempt to murder case and robbery.

The police records show Devendra had 30 cases against him — in Bhiwani, Sonipat, Kurukshetra and Karnal — in a period of 13 years.

Devendra has also been booked for attacking a police party on November 13, 2012.

He was last arrested by the Sonepat police in November 2012 for a murder bid. Later, he was shifted to the Kurukshetra district jail. However, on June 2, 2014, he managed to flee police custody. The police were clueless about his whereabouts for the past two years until his arrest on Monday for kidnapping Dipti Sarna.

Sonepat court awards 10 years in jail to Devendra, three others

Additional sessions judge Sushil Kumar also imposed a fine of Rs. 10,000 each on all three convicts.

Devendra had been booked by the Sonepat police along with Pawan, Ashish and Sandeep for attacking the crime investigating team of the Sonepat police on November 13, 2012.
