Residents of Freedom Park Life in Sector 57 were granted occupation certificates three years ago, but the administration has failed to provide basic facilities here. Since 2009, despite no pending external/internal development charges, the Haryana Urban Development Authority (Huda) has failed to facilitate supply of canal water to the area.

A group of residents met Huda administrator Praveen Kumar two days ago to discuss failed attempt to push the builder, BPTP Pvt Ltd, and Huda officials, to secure canal water supply. Freedom Park Life consists of nine towers and more than 400 families in 573 flats.

"We are fully dependent on ground water supplied by the builder. The water quality is not good and complaints of health problems are frequent. We need the Huda supply at any cost," said MC Goyal, president of the residents' welfare association (RWA) in the meeting on Friday last, threatening an agitation if they have to wait for more than 15 days.

"Within 15 days of awarding an occupation certificate, the canal water supply line should be connected. The government granted the certificates in 2009 and 2010. It is has been three years but the Huda still needs 15-20 days more," said the RWA president.

The builder, however, blames the Huda entirely.

"It is not our fault. We have laid all internal water pipelines in the colony and it is the authority's duty to connect the canal water lines," said Sudhanshu Tripathy, director, BPTP Private Limited, which developed the colony in 2009.

"We have paid the external and internal development charges (EDC & IDC) that is mandatory. We have even got occupation certificates," he added.

As per the agreement, Huda is bound to supply canal water within 15 days of payment of EDC and IDC.

After the Friday meeting, the administrator assured the aggrieved residents of action after taking detailed information from concerned officials. The Huda has to connect Freedom Park Life to the Sector 51 boosting station that supplies water to various Huda localities.

According to a Huda official, water pipelines have been laid. They just need to connect the internal and external water pipelines.
