After receiving several complaints of irregularities in issuing tenders by the Haryana Urban Development Authority (Huda) for running parking lots, the development authority on Friday held an open auction for the sites.
Huda had identified 21 sites, of which 15 were auctioned for the year 2015-16 at the Huda Gymkhana Club in Sector 29 on Friday. The event was attended by around 145 bidders.
Of the 21 sites, four were not auctioned as the interested bidders did not complete the prerequisite formalities. One of the sites was withdrawn from the auction due to administrative reasons, while no one bid for a parking site near Cyber Park in Sector 39.
As many as 10 sites in Sector 29 alone were allotted in the auction. The parking site opposite Bikaner Sweets in Sector 29 attracted the highest bidding amount of Rs. 20 lakh at the auction. The reserved price for the site was only Rs. 1 lakh.
From the auction, Huda generated revenue of Rs. 6.24 crore, much higher in comparison to the Rs. 1.01 crore it had earned through tenders last year.
Last year, Huda also had to face difficulties in recovering rent from the parking contractors as most of them would not show up to pay rents.
Highlighting the reasons for auctioning the sites instead of issuing tenders, Huda administrator Anita Yadav said a lot of interested bidders had highlighted that the process of issuing parking contracts through tenders was biased.
“Huda will not follow the practice of favouritism. The only way to convey this message was to hold open auction,” she said.

Penalty will be imposed on a contractor who violates the norms by overcharging, not displaying parking rates, not issuing parking slip or accommodating vehicles in a parking lot beyond the listed capacity.
