Gurgaon: how Hero Honda Chowk missed flyover

The decade-long battle of the local people for a flyover at Hero Honda Chowk — on the lines of Iffco Chowk and Rajiv Chowk — went in vain after the Punjab and Haryana High Court disposed of the case without giving any direction to the authorities for implementing the project.

The decade-long battle of the local people for a flyover at Hero Honda Chowk — on the lines of Iffco Chowk and Rajiv Chowk — went in vain after the Punjab and Haryana High Court disposed of the case without giving any direction to the authorities for implementing the project.

“We spent several lakhs of rupees just on the hearings; travelling frequently to Chandigarh at the expense cost of our time and energy. We had donated money to take the legal course after failing to move local leaders and the Haryana chief minister,” said a member of Hero Honda Chowk Sangharsh Samiti (HHCSS) which was formed to give a concrete shape to the struggle. In absence of a flyover at Hero Honda Chowk, frequent deaths and serious accidents have been taking place on this stretch of the Delhi-Gurgaon Expressway between Rajiv Chowk and Kherki Daula.

“An RTI reply had revealed that a flyover at Hero Honda Chowk was in the original design but was shifted to somewhere else later. It was one of the six flyovers planned in the design,” said SR Yadav, a member of HHCSS.

Since 2000, the body has been organising campaigns, collecting money from the local residents and mobilising people to become its members. Two years ago it moved the Punjab and Haryana High Court and filed a PIL in this regard.

The high court, despite understanding the plight of the residents, disposed of the case due to a deadlock over financial complications between the Union and the state governments. “The Haryana Government is willing to pay 50% of the cost of the flyover construction but at the same time it wants that the cost of acquisition of the land should be borne by the National Highways Authority of India (NHAI).

This appeared unacceptable to the Centre. This resulted in a deadlock situation. It is to solve this deadlock that a decision was taken to have a techno-financial consultant for the project and we are informed that M/s Feedback Infrastructures Services Pvt Ltd. has been appointed as consultant and has to submit its report within a period of 18 months,” says the court order.

Meanwhile, the HHCSS members are bracing themselves for larger protests, road blockades, etc.
