A penalty of Rs 6 lakh has been imposed on three builders by the Haryana State Pollution Control Board (HSPCB) after they were found violating environment norms.

The under-construction sites are mandated to follow the norms laid down by the Environment Pollution Control Authority (EPCA) to curb air pollution in the city.

The guidelines include sprinkling water at construction sites so that dust settles down and placing tarpaulin sheets around mounds of dust and construction material.

The pollution watchdog has been conducting regular checks on construction sites and it noticed the violations last week on Friday.

It should be noted that the city air’s quality has been marked as “poor” for the past six months and various measures have been taken by the state and central government agencies to lower pollutants.

The penalty on polluting construction sites are being imposed under the category of ‘environment compensation’.

“We found three under-construction sites along Golf Course Road without the covering of green sheets. As a result, dust from the sites were polluting the air,” said JB Sharma, regional officer, HSPCB.

These violators were also found not sprinkling water at their site to make the dust settle down and the wheels of the vehicles that carry building material were not washed before the vehicles left the premises.

These builders have been asked to pay the penalty within 15 days failing which the HSPCB will issue a closure notice and seal the property . A fine of up to Rs 5 lakh can be imposed for violations of environment norms at any construction site.

The pollution watchdog will be conducting inspections at various sites on Golf Course Extension road, along the National Highway-48, Northern Peripheral Road, Sohna Road and Golf Course Road.

The under-construction mostly release PM2.5, which is suspended particulate matter 2.5 micrometres or less in diameter, and is a major component of air pollution. As it is very fine, it can settle in the lungs and worsen asthma and other respiratory problems.

Since January this year, pollution control agencies in Haryana and Uttar Pradesh have collected ₹1.5 crore as penalty from construction sites in NCR cities for causing pollution by not following laid-down norms, according to the EPCA.
