Gurgaon’s Kherki Daula toll shifting: Traffic survey report ready

The process to relocate the Kherki Daula toll plaza has gained a fresh momentum with a traffic survey report completed which is expected to be submitted to the National Highway Authority of India (Nhai) in a few days, officials said on Monday.

The Millennium City Expressway Limited (MCEPL), the concessionaire of Delhi-Gurgaon Expressway and operator of the Kherki Daula toll plaza, has done the survey at Sehrawan in Panchgaon for shifting the toll, the officials said, refusing to divulge the details of the report.

The speculation is rife that the new site at Sehrawan is low potential zone revenue generation and the concessionaire might not be happy with the shifting of the toll to the new location.

On August 14, Union Minister of Road Transport and Highways (MoRTH) Nitin Gadkari sought to set up a committee to study feasibility report and shift the toll before September 15. The NHAI could, however, form the committee by the August end only.

MCEPL representatives refused to divulge traffic study details on Monday.

“We cannot share details unless it is approved by the NHAI and the shifting plan is initiated. As per the instruction of the MoRTH, the committee is doing its job,” S Raguraman, chief executive officer (CEO), MCEPL, said.

“In August, the MCEPL and consortium of five banks submitted a report of revenue loss to the Nhai and now further traffic study has been conducted to ascertain whether required revenue will be met at the new site or not. I can say that the consortium of banks would never compromise on loss,” Raguraman said.

He, however, admitted that Kherki Daula Toll was a high potential site compared to Sehrawan.

The CEO said the MCEPL is already in loss of Rs 100 crore.

The Nhai has asked the MCEPL to shift the toll to Sehrawan in Panchgaon, some 20 km from the Kherki Daula site.

Ashok Kumar Sharma, project director Nhai Gurgaon who heads the committee, said: “We will comment only after the MCEPL submits the report of traffic survey. The Centre has issued instructions to shift the toll and it will happen in next two months.”

According to the Nhai, 24 hectares of land is required to set up the new toll plaza.

The expressway came in operation with two tolls (42 km at Kherki Daula and 24 km at Sarhaul) in 2008 and ran in trouble only after three years of its operation leading to termination of agreement of the previous concessionaire in February 2014.

Later, the Nhai signed an agreement with IDFC led consortium which is operating through MCEPL.
