Experts believe that constructing one extra service lane each on both sides of the Delhi-Gurgaon Expressway would have gone a long way in reducing traffic congestion on the service roads as well as the main carriageway.
In the absence of these parallel roads, traffic from nearby commercial buildings, residential towers and malls use illegal access points and arterial roads opening on the service roads of the 27.7-km expressway. There are more than 100 such illegal access points, which in effect trigger traffic congestion in the service lanes as well as the main carriageway.
However, the concessionaire firm Delhi Gurgaon Super Connectivity Limited (DGSCL) and the National Highway Authority of India (NHAI) are busy playing the blame game for traffic chaos.
"We have sought records of total access points and arterial roads connecting with the service roads of NH-8 from the concessionaire. But it never provided the information," said a senior NHAI official.
On the other hand, the concessionaire shrugged off the responsibility of fixing the problem. "The NHAI has authorised 21 entry points and 22 exit points for the local traffic. We consider anything beyond that as illegal and detrimental to the smooth flow of traffic. We have brought the matter to the notice of the authorities which are empowered to deal with this issue," said a DGSCL spokesperson.
The NHAI’s permission is must before connecting any road with the service roads under the right of way (RoW).
However, a senior official denied NHAI grants permissions for access points. "It is the ministry of highways and transport — the custodian body of national highways across the country — that grants permission for any access," said the NHAI official.
