6 DCs among 37 IAS officers transferred in HP

In its first major administrative reshuffle, the Virbhadra Singh government on Wednesday shifted as many 37 Indian Administrative Service officers, including the deputy commissioners of Shimla, Sirmaur, Bilaspur, Kullu, Hamirpur, Kangra and municipal commissioner, Shimla.

Director-cum-secretary (environment) Nagin Nanda has been reptariated to his parent department (forest). Additional chief secretary (agriculture, fisheries, rural development, panchayati raj and animal husbandry) P Mitra has been transferred as additional chief secretary (agriculture and fisheries)-cum-FC (revenue).


Additional chief secretary (food, civil supplies and consumer affairs, cooperation, tribal development) Prem Kumar has been transferred as additional chief secretary (home and vigilance).  He shall also hold additional charge of the post of additional chief secretary (food, civil supplies and consumer affairs, and cooperation).

Additional chief secretary-cum-FC (revenue) Deepak Sanan has been transferred as additional chief secretary (animal husbandry).

Additional chief secretary (information and public relations), who is also holding additional charge of the post of additional chief secretary -cum-officer on special duty (coordination) at New- Delhi, Ajay Mittal, has been transferred as additional chief secretary (transport).

 Principal secretary (urban development (UD), town and country planning (TCP) and housing) AR Sihag has been transferred as principal secretary (urban development, rural development, panchayati raj and housing).

Principal secretary to chief minister, who is also holding additional charge of the post of principal secretary (horticulture and YSS), VC Pharka, has been transferred as principal secretary to chief minister, and principal secretary (tourism, yss, tribal development, information and public relations).

Principal secretary (forests), who is also holding additional charge of the post of principal advisor (tourism and industries) at New Delhi, Bharathi S Sihag, has been transferred as principal secretary (forests, environment, science and technology).

Pro secretary (home, vigilance and information technology) PC Ohlman has been transferred as pro secretary (information technology). He shall also hold the additional charge of the post of pro secretary (social justice and empowerment) and pro secretary (lokayukta).

Excise and taxation commissioner, who is also holding additional charge of the post of secretary to the CM and secretary (PWD) and managing director, HP Power Transmission Corporation Limited, JC Sharma, has been transferred as secretary (PWD). He shall continue to hold the additional charge of the post of managing director, HP Power Transmission Corporation.

Secretary (irrigation and public health (lPH) and transport) Onkar Chand Sharma has been transferred as secretary (P and S). He shall also hold the additional charge of the post of secretary (lPH).

Director, industries, JS Rana has been transferred as managing director, general industries corporation.

Divisional commissioner, Kangra, who is also holding additional charge of the post of divisional commissioner, Shimla and secretary (finance), director, treasuries, accounts and lotteries, Maneesh Garg, has been transferred as director, public finance and public enterprises-cum-secretary (finance). He shall also hold additional charge of the posts of advisor, planning, Himachal Pradesh and director, information technology.

Registrar, cooperative' societies, who is also holding additional charge of the post of MD, HP Agro Industrial Packaging, RS Negi, has been transferred as excise & taxation commissioner. He shall continue to hold the additional charge of the post of MD, HP Agro Industrial Packaging.

Secretary (printing and stationary), Budh Ram Verma, has been transferred as divisional commissioner, Mandi. He shall also hold additional charge of the post of divisional commissioner, Kangra.

Subashish Panda, deputy commissioner, Shimla, goes as director, tourism relieving Arun Sharma. Panda will also hold additional charge of post of managing director, Himachal Pradesh Tourism Development Corporation. Amandeep Garg, deputy commissioner, Kullu, is now posted as director, rural development. Mohan Chauhan, secretary, public service commission, now goes as director, industries. 

Rajinder Singh, deputy commissioner, Hamirpur, goes as director, HIPA. Padam Singh Chauhan, deputy commissioner, Sirmaur, is posted as special secretary (AR). RN Batta, director, rural development, goes as secretary, public service commission. KR Bharti, deputy commissioner, Kangra, has been transferred as controller, printing and stationary, HP Government Press at Shimla. Dinesh Malhotra, director, HP Institute of Public Administration, Fairlawns, Shimla, goes as deputy commissioner, Shimla. SC Negi, director, transport, goes as deputy commissioner, Kullu.

Kamal Sharma, special secretary to the chief minister, who is also holding additional charge of the post of MD, HP Electronics Development Corporation, Shimla, shall also hold additional charge of the post of director, youth service and sports, relieving Ram Swaroop Gupta.

JR Katwal, special secretary (GAD) goes as special secretary (training & FA). Ajay Sharma, special secretary (finance and public works department) will join as deputy commissioner, Bilaspur.

C Paulrasu, special secretary (AR, training and FA), who is also holding additional charge of the post of director, small savings, goes as deputy commissioner, Kangra. Ritesh Chauhan, deputy commissioner, Bilaspur will join as director, transport, while Priyatu Mandai, special secretary (finance) and examiner, local audit department, will now be deputy commissioner, Sirmaur.

Ashish Singhmar, additional deputy commissioner, Kangra foes as deputy commissioner, Hamirpur and he shall also hold additional charge of the post of director, sainik welfare, Hamirpur.

Rakesh Kumar Sharma, special secretary to the chief minister, who is also holding additional charge of the post of special secretary (horticulture) and controller, printing and stationery, HP Government Press, Shimla, shall also hold the additional charge of the posts of special secretary (tourism and TD) and additional commissioner, tribal development.
MP Sood, commissioner, municipal corporation, Shimla, goes as special secretary (social justice and empowerment). Amarjeet Singh, additional secretary (personnel and tourism) will join as commissioner, municipal corporation, Shimla.
Lokender Singh Chauhan, managing director, hp tourism development corporation goes as secretary, state election commission, while Man Singh, secretary, HP Electricity Regulatory Commission, will now be additional secretary (personnel). He shall also hold additional charge of the post of director, vigilance-cum-ex-officio additional secretary (home and vigilance).

Subhash Chander Pal, presently awaiting posting, will join as additional secretary (record), relieving Sumati Negi of this charge. Anupam Kashyap, who was awaiting posting, will join as joint secretary (fisheries), relieving Baldev Singh Thakur of this charge.

Meanwhile, the posting orders of RS Gupta and Arun Kumar will be issued separately.
