Suspended IPS officer Sanjiv Bhatt has written an open letter to Gujarat chief minister Narendra Modi, saying that he has "completely misconstrued" a Supreme Court order on the complaint of Zakia Jafri and there was nothing in the order to give him reason to celebrate.
