The Darjeeling Police on Monday arrested one Mani Kumar Biswakarma from Panighatta under the Kurseong sub division for his alleged links with the Inter Service Intelligence (ISI) of Pakistan. 53 year old Biswakarma is an Upper Division Clerk with the Army in Sukna in the Darjeeling district. He is part of the alleged ISI ring busted by the Darjeeling police on Sunday in which four persons were arrested on Sunday. A Kurseong Court today remanded the 4 arrested to police custody on Monday.
The ISI ring operational in the North Bengal region was passing vital information on troop movement, army and airforce installation to the ISI operatives based in Nepal. The arrest of one Bidyut Kumar Sinha (43) an Upper Division Clerk with the Army Supply Corp in the South Western Command, Jaipur, Rajasthan on May 14 triggered the arrest of members of the alleged ISI ring operational in North Bengal.
On being interrogated Sinha had revealed the name of one Maghan Bahadur Singh, a former army driver who had been dismissed from the army in 2008 for his involvement in a murder case and a car theft case. Singh, a resident of Sukna was arrested from his residence on Monday afternoon.
He further revealed the names of his associates Mesha Sauria (54) of Panighatta Tea Estate under the Mirik Police Station; Dhan Kumar Pradhan (42) of Panighatta Bazar and Gopal Khati @ Biswakarma (39) of Lal Pool Naxalbari. They were all arrested from their residences on Monday. While Singh and Sauria are believed to be ISI operatives Pradhan and Khati are the linkmen.
Charged under the Official Secrets Act along with Sedition (waging war against the country) all four were produced at the Additional Chief Judicial Magistrate’s Court in Kurseong. “They have been remanded to police custody for 10 days” stated Kunal Agarwal, Superintendent of Police Darjeeling.
“Interrogation of the 4 arrested led to the arrest of Mani Kumar Biswakarma. He will be produced in Kurseong Court on Tuesday” added Agarwal.

The Darjeeling police have notified their counterparts in Rajasthan along with alerting the National Investigation Agency (NIA.) Along with the Darjeeling Police, the arrested are being interrogated by the Military Intelligence, the Subsidiary Intelligence bureau and two other Government intelligence agencies.
On interrogation it has been revealed that the operatives used to travel physically to Kathmandu by air from Bhadrapur Airport across the Border in Nepal and hand over the documents there. Sources further state that they would receive Rs. 25,000/- for a single document or information. Singh has an international passport which is valid till 2016. He has worked in Afghanistan for two years and has also visited Singapore.
Sauria who is a smuggler has been setting up the network since 2008. The network has been passing over information to their Nepal counterparts since the past three years.
Incidentally Sinha hails from Karimganj in Assam. He was posted in Sukna from 2000 to 2011. Sinha during interrogation had revealed that he had met ISI agents in Nepal through a colleague working in the Army. Sinha used to frequent Kathmandu allegedly sharing strategic information on troop movement and army installations with the ISI operatives in Nepal.
