The vice-chancellor of a Central university in Arunachal Pradesh has resigned, nine months after a colleague accused him of sending her an ‘objectionable’ email.

KC Belliappa had submitted his resignation to President Pratibha Patil on December 31. The latter’s acceptance reached Itanagar this week.

According to the report of a fact-finding committee set up to probe the charge against Belliappa, his email had ‘lewd and objectionable content’.

However, Belliappa said in an email on Saturday: “The email incident preceded the enquiry by the fact-finding committee and there is also a criminal complaint filed by me in this regard pending with the director general, CID (Bangalore). I resigned on purely personal grounds.”

Belliappa had joined the 25-year-old Rajiv Gandhi University as VC a few months after it was elevated to a Central university in April 2007.

On April 3 last year, an associate professor of the university lodged an FIR in Itanagar accusing him of sending her a vulgar email. A team of the state police arrested him.

Belliappa shifted to New Delhi after his release following preliminary investigations. However, various organisations demanded his ouster and objected to his ‘remote-controlled’ administration.

In his email, Belliappa added the report had absolved him of charges of corruption and nepotism and also made it clear it was untenable for him to return to the university in view of the hostile situation there.
