BJP MLA Binay Bihari was denied entry into the Bihar Assembly after he arrived in shorts to protest the delay in construction of Bettiah-Manuappa road on Monday.
The MLA from Lauria in West Champaran district later sat in the laws outside the assembly to protest against the denial of entry.
Bihari’s novel protest was against the state government for continuing to delay the construction of the 44.325 km road from Bettiah to Manuappa despite Chief Minister Nitish Kumar’s announcement the new road at a public meeting in 2013.

Leader of Opposition Prem Kumar raised the issue in the Assembly and pleaded Speaker Vijay Kumar Chaudhary to allow Bihari inside the house.
The Speaker informed later that Bihari can’t enter as his attire was a violation of House etiquette.
He quoted rule 29 (1) of Assembly which prohibits “ashisht acharan” (not following etiquettes) inside the House and said the present case fell in that category.
Senior BJP leader Sushil Kumar Modi, Leader of Opposition in Assembly Prem Kumar, and a host of party legislators joined the agitating MLA later.
Kumar attacked the chief minister and held him responsible for the MLA vowing to wear shorts and vest till the road was constructed.
Binay Bihari said he would continue wearing shorts for the Assembly until govt gives satisfactory explanation.
