“The CAG report is ready. A separate report about each state will be presented in the state assemblies,”  the minister told reports on the sidelines of function held at Jaganu, about 80km from Jammu in Udhampur district.

The minister had come to attend function for an interaction with females of Self Help Group, under National Rural livelihood project - termed as Umeed in the state.

The minister said the Centre had received complaints about mis-utilisation and diversion of funds under the Mahatama Gandhi National Rural Employment Guarantee Act(MNREGA).

One being asked if any action would be taken against erring officials on this account, he said: “I have written to the chief minister asking them to take action on this account. However, under the present scheme of  things - as we follow a federal setup - we can only do audit and evaluation, but the responsibility of taking action against those diverting funds is the responsibility of the State government.”

The J&K has a budget of Rs. 1300 under this scheme for the current financial year.

However,  J&K minister-of-state for rural development Vikar Rasool, said the government is taking measures to check bungling in the scheme.

“We have set up toll free number, where an complaint about bungling can be submitted. A number of cases have been detected also,” said Vikar.

About absence of social-audit of the schemes - an inbuilt mechanism to check mistutilisation of funds with the participation of locals - the minster said apart from two states no other state is taking it seriously.

“Only Andhara Pradesh and Rajasthan have take it seriously,” said the minister.
