FIR filed against Bihar official dead for 9 years by his successor

Top Bihar officials are trying to make sense of a First Information Report that was registered on the complaint of a health officer against her predecessor who has been dead for nine years.
Dr Shobha Sinha, civil surgeon of Jehanabad district in south central Bihar, filed the complaint with the police on Tuesday against her predecessor Dr SN Yadav.
Dr Yadav had issued orders for appointment of seven persons in 1991. However, a court in 1999 had ruled the appointments as illegal and the seven persons had been sacked.
Jehanabad district magistrate Mohammad Sohail said he was stunned by the "sheer absurdity" of the complainant's action because it was an open-and-shut case.
Sohail said as administrative head of the district, Sinha worked under him and therefore should have sought permission before filing the complaint.
"This is a patently incorrect decision and I am looking into the matter," he told HT.
Sohail was holding a public court, where Sinha was also present, when HT called him on his cellphone.
"You can talk to her find out what she has to say in the matter," he said, handing over his phone to Dr Sinha.
But the civil surgeon said "hello" and disconnected the call.
