Kinnaur MLA sets precedent, conferred RTI Best Practices Award

Kinnaur Congress legislator Jagat Singh Negi has been conferred with the Right to Information Best Practices award by the Himachal Pradesh Institute of Public Administration (HIPA), for effectively using the RTI as a tool in serving the larger interest of the public.


This also makes him one of the first legislators in the state to have used the RTI as a means to bring transparency in the functioning of the various departments and the private sectors in his native district, Kinnaur.

HIPA (RTI) nodal officer and an RTI expert, GK Sanghaik said: “Negi has filed over 100 RTIs, enabling him to bring transparency in the functioning of various departments. In 2010-11, he sought information under the RTI which revealed that the locals were charged full fee on peas against the 50 per cent subsidy that they were entitled to.”

Commenting on his practice, Jagat Singh Negi said, “Seeking information under the RTI Act came handy, when my party was in the Opposition. If the need arises, I will continue to make using the RTI Act”, he said.

Other information sought under the RTI Act include employment provided by various hydropower projects to the locals in accordance with the policy of the state government to provide 70% of jobs to the locals, and other rights of the inhabitants under the Local Area Development Authority.

Negi, a resident of Kalpa Kinnaur, is a keen sportsman, social worker, and was a professional advocate and a horticulturist, before joining active politics.
