The Haryana Urban Development Authority (Huda) chief, Praveen Kumar, who hit himself with his shoe after he failed to pacify those protesting an anti-encroachment drive, seems to have learnt an important lesson.

The Huda administrator has asked his officials to be well-prepared before carrying out such a drive in the future. Kumar has sent instructions to his officials asking them to procure all the paraphernalia — public address system, strong beam torches, ropes to segregate unruly crowd, video cameras to record unlawful behaviour, and walkie-talkie for smooth communication among officials on the spot.

According to him, a dedicated police team should accompany the officials as arranging police contingent for such drives has been a problem in Gurgaon.

Kumar said that Huda will open five new telephone lines for people to report encroachment through voice mails. The Gurgaon chapter of Huda's website will also be developed to encourage people to lodge complaint and send photographs on encroachment.

"The encroachers would be dealt with strictly," Kumar said, while instructing his officials to go around and make announcements through the public address system and ask people to have their property documents ready, if they want to save their constructions.

Huda officials were found getting their acts together after the administrator's instructions.

"We procured five mobile phones on Tuesday and are waiting for the numbers to be activated on which people could call and register their complaints. We have also got two public address systems for the two Huda estate officers, ropes, torches and handycams for such drives," said a Huda official.

A consultant has been invited to work out the Huda website to make it more interactive, he added.

Kumar hit himself with a shoe at the Sikandarpur-Bristol Chowk on Sunday. The 52-year-old Huda chief, also a homeopathy practitioner, wanted to pacify an angry crowd while leading a demolition drive.

Eyewitnesses said that before taking the shoe in hand, he refused to listen to the shop-owners' nor did he take calls from the political brass.
