The Regional Institute of Education authorities on Monday terminated the services of a ‘mess contractor’ who had sexually assaulted a second year BSc student last week.
The victim, however, refused to lodge a police complaint and instead demanded “stern action” against him by the college.
The college authorities also decided to depute all-female staff in the mess of girl’s hostel and launch an awareness campaign asking girls to move in groups inside the premises after sunset.
The decisions were taken after the girl, a native of Haryana, deposed before the college’s discipline and harassment eradication committee.
The victim had submitted a written complaint narrating the incident to the college authorities on Sunday and demanded action against the canteen contractor.
A brief press note issued by the college said the student refused to lodge a police complaint as it be difficult for her to visit the court frequently since she was from another state “But at the same time she demanded adequate security for the girl students during nights in the college campus,” the press release added.
After the Hindustan Times published the news of the sexual assault, the district administration also enquired into the matter and additional district magistrate, city, Harful Yadav directed the Christian Ganj police to investigate the matter.
“We talked to the girl but she refused to lodge an FIR,” said Nam Singh, Christian Ganj station house officer.
“However, she is free to change her mind and we will take action accordingly”.
A source in the college said that the girl was suffering from “depression” and wanted to go home after completing her studies.
College principal VK Kakria did not speak to the press on the incident.
The college authorities also did not report the matter to police and instead removed the accused, identified as Jai Singh Bhati. The victim is also pursuing her BEd along with BSc.
The victim had claimed that the accused grabbed her from behind while she was having dinner alone as other boarders were either on fast on the occasion of Shiv Ratri or had an early meal.
The canteen is located around 100 metres from the hostel building.
The institute, located near the Anasagar lake, is run by the NCERT with students from neighbouring Haryana, Gujarat, Delhi and Jammu and Kashmir. The institute has a capacity of around 850 students of which 30% are girl students.
