The commission is expected to submit its report in two months and would be headquartered in Gwalior.

The commission will mainly look into administrative lapses, whether adequate arrangements for maintaining law and order were made prior to the event at the temple; under which circumstances the tragedy occurred; who would be responsible for it and what can be done in future to prevent such tragedies from taking place.
