He announced that more PCR vans would be stationed and patrolling would be done across Delhi. Action would be taken against all vehicles with tinted glasses, and said routes and owners' names to be prominently displayed on the buses.

All police vehicles to get GPS systems, he added.

Home minister Sushilkumar Shinde Wednesday met top Delhi Police officials.

This meeting came a day after Congress president Sonia Gandhi wrote to him and Delhi chief minister Sheila Dikshit, demanding urgent action to improve the security of "daughters, sisters and mothers".

Law and order in the national capital is controlled directly by the union home ministry.

Shinde met Delhi Police Commissioner Neeraj Kumar and Deputy Commissioner of Police (South) Chhaya Sharma - under whose jurisdiction the area where the crime occurred falls -  and other top government and police officers.

Delhi chief minister Sheila Dikshit has called meeting of all women groups in Delhi at 6 pm on Wednesday.

"I want a consensus among all political parties on whether the Delhi Police and law and order should be under the Delhi government," Dikshit told CNN-IBN news channel.

The brutal rape and torture occurred Sunday night when the woman  and her friend after watching a movie boarded a private bus at Munirka in south Delhi to go to Dwarka in west Delhi. The woman was beaten up and raped by at least six men inside the moving bus. Her friend was beaten up too.

Four men have been arrested and two are still on the run.
