Figures compiled from police records show that within eight years of the Uttarakhand’s formation in November 2000, a total of 108 alleged criminals had been killed in police encounters.

Furthermore, the records show four districts — Nainital, Udham Singh Nagar, Dehradun and Haridwar — emerging as especially crime-prone with encounters taking place mainly in these.

An official list of the encounters shows that 11 alleged criminals were killed in 2003 in Haridwar district, followed by 9 in 2007. Udham Singh Nagar district witnessed 16 deaths between 2001 and 2007 and there were 10 deaths in Nainital between 2001 and 2006. Dehradun saw 22 deaths between 2001 and 2009 — including the infamous Ranbir’s encounter that forced the state government to hand over the case to the CBI.
