Politicisation of riots, one-sided police action fuelled public anger

Public anger against the UP police and government in violence-hit districts was caused by one-sided police action and the efforts of some groups to exploit the situation for political gains, an intelligence report has said.

So far, 53 people have died in the Muzaffarnagar and Shamli communal riots that have displaced tens of thousands of villagers. Highlighting the seriousness of the situation, the report cautioned that feelings of insecurity, lack of trust and bitterness continued to rise amongst people of the two communities.

The report was sent by SP, intelligence, Meerut Division, on 13 September. The Meerut Division comprises nine districts including Meerut, Muzaffarnagar, Gautambudhnagar, Shamli, Bulandhshar and Baghpat.

The two-page document - accessed by Hindustan - details recent instances of violence to emphasise how every incident of crime was being looked at from the prism of communal identity, triggering a deteriorating law and order situation.

It also blamed mischievous elements for desecrating religious places in an attempt to derive political mileage out of the resultant tensions.

The report - which has been circulated to police chiefs of districts and their superiors - recommended district police chiefs take strict action against trouble makers. It asked them to take particular care of villages which have been scarred by the recent round of violence, to ensure there were no untoward incidents involving people who return home.

Army report
An army report on the Muzaffarnagar violence attributes it to personal rivalry and pointed to anger amongst people at the way the violence was handled by the police. This report was based on the interaction of army personnel with villagers which they were passing on to their area control room.
