Virbhadra caught in dilemma over one-man-one-post implementation

Caught in a dilemma whether to enforce one-man-one-post tradition or not, chief minister Virbhadra Singh on Saturday said it was for the party high command to implement party's stance.

"It is not for me but for the party high command to enforce one-man-one-post principal in the party," chief minister Virbhadra Singh said on the sidelines of a meeting convened at the Congress office to  asses preparations for the coming Lok Sabha elections in Mandi parliamentary seat.

Singh's comment on one-man-one-post came a day after his loyalist chief parliamentary secretary Inder Dutt Lakhanpal resigned from the post of state president of party's frontal organisation - Sewa Dal.
Virbhadra Singh has not been favoring one-man-one-post as many of his loyalists are holding dual positions in both party as well as the government.

Virbhadra Sibnh had earlier maintained that  experinced leaders were required in the party to strike caste and regional balance.

Singh's most-trusted lieutenant Harsh Mahajan is party's vice-president as well as chairman of Himachal Pradesh State Coperative Bank, while former legislator from Shimla Harbhajjan Singh Bhajji is party's general secretary and chairman of HP water management board; former forest minister Ram Lal Thakur is party general secretary and chairman with a cabinet rank heading 20-point programme committee.

Himachal Vidhan Sabha speaker Gangu Ram Musafir is party's vice-president as well as chairman of Himachal Financial Corporation; former Congress legislator Kuldeep Singh Pathania is chief spokesperson and chairman of Himachal Pollution Control Board; party spokesman Subash Mangalate is chairman of state marketing board.

Baba Hardeep Singh is vice-chairman of Himachal Pradesh Building and other construction workers' welfare board and is the state chief of INTUC.

Two  months ago, chief parliamentary secretary Rakesh Kalia had also resigned from the post of CPS to serve in an organisation citing the tradition of one-person-one post raked up by the Congress general secretary and state in-charge Ambika Soni. Kalia is the co-incharge for party affairs in Madhya Pradesh.

Kalia's resignation had mounted pressure on both chief minister Virbhadra Singh as well as party chief Sukhvinder Singh Sukhu to implement partry's tradition in letter and spirit. Kalia has been made AICC secretary incharge of poll-bound Madhya Pradesh.

Recently, Sukhwinder Singh Sukhu had met party leaders in Delhi to discuss the issue.

Party general secretary Janardhan Diwedi had  issued a reminder to state Congress on implementation of one-man-one-post.

It is likely that state party chief Sukhvinder Singh Sukhu could ask leaders holding dual positions to make choice between the government post and  party positions.
