A bitter neighbourhood argument turned ugly when an agitated resident allegedly ‘made her pet dog attack’ her neighbour at a posh south Delhi locality, the police said.
According to the police, the incident was reported from Lajpat Nagar-II. The argument took place over the petty issue of using the lift over the staircase in the building on Sunday night.
“We have registered a complaint of negligence in guarding their pet animal and causing danger and relevant action will be taken after investigation,” said P Karunakaran, deputy commissioner of police (southeast), adding that a case under section 289 of the Indian Penal Code (IPC) — negligent conduct with respect to animals — has been registered.
The victim, Kavita Menghaney, a resident of Lajpat Nagar E-block, lives with her husband Sunil in a second-floor flat of the building where the incident happened.
The accused, according to the police, one Seema Dutta, is a tenant on the first-floor flat of the same building.
“The victim alleged that her neighbour often showed her disapproval over her using the stairs instead of the lift and would often leave her pet dog tied to the stairway corridor,” said a police officer.
Menghaney had, as per her statement to the police, admitted to her claustrophobia while using the lift to Dutta and had advised her to keep her pet dog tied inside the house.
On Sunday night, around 10:30 pm, when the victim was coming down the stairs after her dinner to take a stroll in the local park, Dutta, who was seemingly waiting for her outside her flat, stopped her.
“In an apparently unprovoked fit of rage, Dutta opened her main door and let her dog out, ordering it to attack her neighbour. The dog ripped off a chunk of flesh from Menghaney’s leg and the rest of the residents in the building were alerted by her screams. She was immediately taken to the nearby Safdarjung hospital, where she was treated and has now been discharged,” the officer said.
