The Manmohan Singh government is looking at an 18-month deadline to wrap up the “quiet diplomacy” initiated by Home Minister P. Chidambaram in Jammu and Kashmir and deliver a “political package” that would address demands for greater autonomy for the state.

The report of the working group on centre-state relations set up by Singh in 2006 would form the foundation for the Centre’s proposals for the “political package”.

“The working group’s recommendations would be discussed with the people of state, discussions that would form the basis of the nature and extent of autonomy that can be given,” a government official said on conditions of anonymity.
