A 100 visits and a year for a certificate

For V.N. Bali constructing his house was easier than getting a completion certificate from the Municipal Corporation of Delhi(MCD). The 76-year-old had to visit the MCD office almost on a daily basis to get a completion certificate for his house. The certificate is issued by the MCD certifying that the building is ready to be occupied.

“When I approached the MCD office and asked them to issue me a completion certificate they were amused. They said most people didn’t apply for a completion certificate as it is at the time of issuing the completion certificate that the MCD checks if property owners have stuck to the original plan or have altered the plan. But when I pressed them for it they accepted my application,” he said.

But the job was far from done. “The harassment started at this point. They made me visit the MCD office a hundred-odd times on some pretext or the other. They themselves never came for the inspection. The harassment continued for a year,” added Bali. As the MCD officials could visit his house for an inspection at anytime, the family was unable to venture out of their house for that period.

“It became a nightmare. We used to wait for them the whole day but no one used to come. And then once when we had gone out to buy some grocery items they came to our house and left behind a piece of paper saying they had visited the office. I was asked to visit the MCD office all over again. It was only after a year that I finally got the certificate,” added Bali.
