The HP Power Corporation Limited (HPPCL) is all set to apply afresh to get forest clearance before the ministry of environment and forest. Sources said that the administration has issued a no objection certificate under the Forest Right Act, 2006.
The forest department had asked HPCCL to obtain the NOC from deputy commissioner under the Forest Right Act, 2006, pertaining to 134-hectare private land classified as “Jangal Jhari” in revenue records. HT had even highlighted the issue on July 9.
Renuka dam management without wasting any time submitted the NOC to the forest department so that the case could be submitted further to the ministry.
HPCCL has been struggling to get the forest clearance from the past three years as the ministry of environment and forest has referred the case back thrice.
Experts, however, said that there was no need to take NOC from the deputy commissioner, as there was no justification of the FRA, 2006 in private land, but despite this the forest department did not wanted to take any risk. The case would now be submitted to the ministry through the secretary (forest).
In March, 2012, the then deputy commissioner had issued the NOC under the FRA, 2006, for 775 hectare forestland since the NOC was not related with private forest land hence the forest department asked the management for another NOC from the deputy commissioner.
The management after procuring the NOCs from 24 panchayats under the FRA, 2006, submitted the case to state forest department for further submitting it to the ministry in June, 2013.
The dam has been planned keeping in mind the requirements of the master plan for Delhi, 2021.
The dam management (HPPCL) had sought permission to divert 901-hectare land, which was reduced to 775-hectare land at Renuka in Nahan and Rajgarh forest divisions of the district. Deputy commissioner Vikas Labroo confirmed that the NOC was granted to HPCCL under the FRA, 2006.
Meanwhile, DGM PK Kathuria of HPCCL said that the amended case with the NOC was to be submitted to the district forest officer Renuka ji. He added that the NOC was awaited for the past one-and-a-half month.
