"ULFA members have earlier also triggered explosions prior to any VIP's visit to show the outfit's presence and create pressure. As the Prime Minister is expected in the state on Tuesday, ULFA's hand in the incident cannot be ruled out," Union Minister of State for Home Sriprakash Jaiswal told reporters on the sidelines of his election campaign in Kanpur.
"Investigation into the matter is on and soon it will be known who is behind the explosion," he said.
The leader, Congress' Lok Sabha candidate from the city, said the government will not allow the nefarious designs of the terrorists to succeed.
A powerful bomb exploded at Maligaon area in Guwahati, killing six people and injuring 30 others on the eve of Singh's visit to the north-eastern state.
