Bihar panchayat offers Rs 10k to raped minor’s kin

A minor girl, who was raped in Bihar's Muzaffarpur district, has been offered a monetary compensation by a panchayat committee which also barred the family from registering an FIR with the police.

Rajwada panchayat of Mushahari block decided to give Rs 10,000 to the family of the girl.

The shocking incident came to light on Wednesday evening when the girl's family managed to reach the Mushahari police station to lodge a complaint.

Dhananjay Kumar, station house officer of the police station, confirmed the registration of an FIR.

"The FIR has been lodged under different sections of Indian Penal Code apart from Section 4, 6, 8, 10, 17, 18 and 21 of Protection of Children from Sexual Offences Act. Ten persons, including sarpanch Bhushan Thakur and son of mukhiya Mahavir Mahto, are involved," Kumar said.

The Mushahari Police raided the houses of the rape accused after the minor's mother lodged the complaint that her daughter was raped "by neighbours" on Sunday morning but the culprits are absconding, he said.

"When I returned from the field, I saw my daughter bleeding profusely. She narrated the entire episode to me. When I, along with one of my sisters-in-law, approached Sunil's family they threatened us against disclosing the matter," the mother said in her complaint.

They also told them not go to the police, she alleged.

"A panchayat was called when the matter was reported to it. They imposed a fine of Rs. 10,000 on the accused while asking them to pay Rs. 3000 at once. But, I refused their proposal," she said.

Meanwhile, station house officer of women's police station of Muzaffarpur, Sunita Kumari, has reached the village of the victim and recorded her statement.
