THE BHOPAL Municipal Corporation (BMC) budget for the year 2007-08 will be based on the National Municipal Accounts Manual as per the conditions laid down for getting the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) financial grants for developmental works. The BMC administration has started preparations for the next budget.
According to the provisions of the manual, the budget will be allocated on the basis of activities and not to departments, as was done earlier. Officials said, the budget would be allocated to various heads like maintenance, road construction, pipeline laying and salaries etc. So far, the BMC budget was being allocated to the departments. This budget is spent on the salaries and activities of the department concerned.
Though the budget preparations are in the initial stage, it is expected that this year’s budget amount could be more than the year 2006-07 budget of Rs 846.57 crore. Last year’s budget deficit was of Rs 35.64 crore. The BMC budget for financial the year 2005-06 was Rs 341.83 crore. The increase in the budget amount is expected due to proposed schemes under the Union Government-funded JNNURM.
So far, schemes worth Rs 400 crore were approved under JNNURM. These schemes include the housing projects for poor, water supply scheme for gas-affected areas, development of squatter settlements and channelisation of nullahs.
However, the tender process of most of these works is yet to be started. These works would actually start during the next fiscal year. Besides, some new schemes would also be taken up during the next fiscal. Therefore, the budget amount is likely to go up this year.
