Major commotion in EC
THE ANNUAL budget (2006-07) of Barkatullah University was passed on Thursday by its executive council amidst a lot of commotion with only one and half months left in the financial year. The Rs 32-lakh-deficit budget included both main and supplementary budgets. The total budget is worth Rs 9.98 crore.
The passage of the annual budget was stalled over several previous EC meetings with members pointing out several discrepancies in the budget proposal. On Thursday too, members of EC J P Dhanopia and S C Tripathi pointed out as many as 35 discrepancies.
However, the EC decided to pass the budget due to the short period left in the financial year and the financial requirements of the university. The point on discrepancies pointed out by members was mentioned in the decision of the EC, sources told Hindustan Times.
The main discrepancies pointed out were regarding the unusual hike shown in the establishment cost from Rs 53 lakh of 2005-06 to Rs 2.5 crore this year. Some discrepancies in the interest rate were also mentioned.
Sources said when the budget proposal was presented before the EC earlier, it was a Rs six crore budget, but when the discrepancies were rectified a deficit of Rs 32 crore was shown.
The amount spend during eight months till November 2006 was shown as Rs 2.76 crores, while an expenditure of Rs 7.22 crores is proposed during the four months from December 2006 to March 2007. The next EC meeting is scheduled for March 10 and is expected to be uproarious as the issue of the appointments of faculty members might be put up during the meeting.
