The Central Bureau of Investigation (CBI) probe into the Rs 10,000 crore National Rural Health Mission (NRHM) scam in Uttar Pradesh (UP) suspects that the splitting of the state health department during former chief minister Mayawati’s stint was allegedly in violation of the memorandum of understanding (MoU) with the central project.
Issues related to the alleged violation will be among the 50-odd clarifications that the CBI investigators will seek from Mayawati during her ‘examination’ on the ‘larger conspiracy’ aspect soon, said a CBI source. “The NRHM and the UP state government concluded the MoU, according to which the scheme had to be implemented in the state via one health department. So, the splitting, we suspect, was an irregularity,” said the source. “The agency will seek clarifications on the bifurcation,” he said.
UP had one health and family welfare department till 2009 but subsequently it was split into health department and family welfare department. At the district level, the NRHM programmes started getting supervised by dual authorities, chief medical officer (CMO), health and CMO, family welfare.
Mayawati had denied any link to the NRHM scam. She said the CBI was “free to investigate her”. Despite attempts, HT could not reach her aides for comment.
