After the BJP complained to the Election Commission against Rahul Gandhi for his "ISI" remarks, it was Congress' turn to seek action against BJP's prime ministerial candidate Narendra Modi for his "khooni panja" barb against the party.

In a complaint to chief election commissioner VS Sampath, the Congress accused Modi of making "malicious, defamatory and unverified" allegations against Congress, which violated the model code of conduct that allows criticism of political parties for their policies.

"The use of the expression 'khooni panja' is extremely significant and deplorable and has an effect of terrorising the public at large against Congress," the party has said in its complaint.

The party also gave a CD of the Modi's speech to the EC in which he has been quoted as saying, "Yadi aap chahte hain ki Chattisgarh ke upar kisi khooni panje ka saya na pade to aap sabhi kamal mein button dabana aur Chhattisgarh ko khooni panje se bachana. (If you want that the shadow of bloodied hand does not fall on Chattisgarh, press the button on Lotus)".

The Congress also said that Modi went on to warn the voters against handing over Chhattisgarh in "Jalim (Brutal) hands" of the Congress.

Congress' move to approach the EC is being seen as a bid to hit back at the BJP which had filed a complaint against party vice-president Rahul Gandhi in the last week of October for his comments that Pakistani intelligence agency was in touch with some victims of Muzaffarnagar violence.

The EC is expected to decide on whether to issue a show-cause notice to Modi or not on Monday.
