Congress to finalise Rahul’s primaries project today

The Congress is likely to finalise on Monday the list of parliamentary constituencies in Delhi where it will implement party vice-president Rahul Gandhi’s experiment to “end the high command culture” in the party.

The party had earlier tentatively identified two constituencies but sitting MPs from these seats had questioned the basis on which their seats were earmarked for experimenting with the new system on the lines of US primaries.

Congress leaders had subsequently agreed to take a relook at the inclusion of Chandni Chowk and North-West Delhi represented by Union ministers Kapil Sibal and Krishna Tirath respectively.

The primaries system gives party workers in the constituency a voice in the selection of candidates. AICC communication department chairman Ajay Maken said this would help party workers to rise through the organisation and complete the full cycle of reforms in government, political system and cleanse it.

This is the thinking of the Congress vice president behind the move, Maken said, indicating that the party was likely to go ahead with the experiment that would end the high command culture and empower grass-root workers.

Maken later told PTI that Gandhi had agreed to the need for a proper procedure for selecting seats for the experiment when sitting MPs questioned “the criteria of selecting two seats out of seven Lok Sabha seats”.

“After giving the power to ordinary workers to elect their officer bearers as was done in NSUI and Youth Congress, he (Gandhi) wants that office-bearers should be empowered now and should have a say in candidate selection,” he said.
