DHBVN tightens grip on realtors

The Dakshin Haryana Bijli Vitran Nigam (DHBVN), the state-run power distribution agency, has pulled up private developers who failed to invest on power infrastructure such as transformers and transmission lines in their townships.

Residents have been paying a heavy price for the lackadaisical attitude of the developers.

The power facility has also threatened the developers that no new power connections will be issued in their localities if they fail to pay for the upgrade.

The DHBVN had conducted a survey in various private colonies of the city and found that power infrastructure was grossly inadequate. The agency quantified the deficiency and arrived at a figure for each locality and asked developers to loosen their purse strings to enhance infrastructure and augment power supply.

According to DHBVN officials, developers of colonies such as Mayfield Garden, Ardee City, Ansal Sector 55 and 56, Sushant Lok and Palam Vihar and others have been asked to shell out around Rs 34 crore.

However, the only exception was DLF City where the deficiency is being addressed with the expenditure of R20 crore.

The policy for upgrading electrical infrastructure in areas developed by private realtors under DHBVN was given shape in December last year.

According to the policy, the developer and DHBVN will be sharing the cost of meeting the deficiency in distribution infrastructure in a 75:25 ratio.

The policy covered nine private localities in Gurgaon at a cost of R33.97 crore. DLF is the only developer who has paid its share and first phase of power facility upgradation is expected to be complete by the end of May. Unitech and Ansal are two other builders who have started working on implementing the policy ahead of the peak summer season.

Many residents feel that DHBVN is going soft on the errant developers and want stricter action to be taken against them.

“Mayfield Garden and few others colonies have not yet started the upgrade process under the 75:25 policy. While there is no provision to slap a penalty on the builder, we are not issuing them any new connections,” said MB Vashishta, advisor, DHBVN.

Other builders in the line of fire include Sheetal International (Mayfield Garden), Ardee City, Ansal Buildwell (Sector 55 and 56), Ansal Properties and Industries Ltd (Sushant Lok C1, C2, D and F block), Saraswati Coop Group Housing Society (Saraswati Kunj), Unitech Ltd (South City-2 and GH Pocket, A, B and C block of Ivory Towers), Malibu Estate Ltd (Sohna Road) and Vipul Ltd (Sector 45).

The DHBVN chief engineer had written to the Gurgaon superintending engineer in January this year asking him to issue a notice to defaulting developers and call a meeting to discuss the delay and intimate them of the proceedings of the meetings.
