The post of Governor was Constitutional and it was the responsibility of the government to maintain its prestige and dignity, Tandon said, regretting that the governor too did not discharge his Constitutional duty when he did not take action against the minister, who opposed his Rampur visit. He observed, “There is no sense of the governor’s address under prevailing situation and circumstances and the governor should have dismissed the government instead of addressing the joint session”.

Pramod Tiwari said the governor’s address was irrelevant because it was being delivered after passing of the budget in violation of the traditions. The governor should address the joint session before the budget session to highlight the government’s policies and priorities and there was no justification of the governor’s address after the House had already passed the budget.
