Under pressure from the World Bank, Dakshin Haryana Bijli Vitran Nigam (DHBVN), the power distribution agency, is likely to scrap the contract with UB Engineering, the firm that was laying cables for the discom, for negligence. A toddler fell into a pit dug by the contractor on July 1.

According to the officials, a three-member committee of DHBVN officials had submitted a report which said UB Engineering Works was at fault. "UB Engineering Works is solely responsible for the negligence resulting into fall of a minor into an uncovered pit, however, rescued safely later by a team," said Amit Aggarwal, managing director of the DHBVN.

The incident had sparked international outcry and the World Bank had sent a fact-finding team to Gurgaon. "UB Engineering is a reputed company and that is why we awarded the World Bank-funded project. But its negligence brought a bad name to the city," said the MD. The six-page report mentions that the UB Engineering men did not inform DHBVN officials about the pit.

"The contractor has been working in most irresponsible manner despite reminders by the officials. The contractor did not inform the officials about the safety measures put in place at the site," said the report.
