Divisions were visible in the 15-member UN Security Council during the discussions on how to respond to North Korean missile tests on Wednesday with at least two members preferring a presidential statement to a resolution.

Giving this information, current president of the Council Ambassador Jean-Marc De La Sabliere of France declined to name the countries but diplomats said they could only be China and Russia who have veto along with the US, France and Britain.

A presidential statement is at a level lower than a resolution.

Japan, which has taken lead in drafting the resolution, is holding discussions with all the members and diplomats said things should become clear after experts meeting.
