Uttar Pradesh lokayukta Justice (retd) NK Mehrotra, who is probing into alleged financial irregularities in the construction of the Dalit Prerna Sthal in Noida, on Monday said the investigation process got affected due to the reshuffle in the economic offence wing (EOW).

The EOW is assisting the lokayukta in the investigation into the multi-crore scam. On September 12, the state government in an abrupt reshuffle transferred additional director general of police (EOW) Anand Lal Banerjee, who was assisting the lokayukta. Subrat Tripathi, another IPS officer, has replaced Banerjee.

“As Tripathi has just joined EOW, he will take time to study and understand this case. He will have to start his investigation right from the beginning. The probe will get delayed due to the reshuffle,” the lokayukta told HT.

On August 8, the state government announced a lokayukta probe into Noida’s two big scams – the Ambedkar park and farm house allotment.

On the time-frame for reports on the scams, Mehrotra said, “I have several other cases too to probe into. Noida cases are not the only ones I am assigned with”.

The lokayukta had grilled Noida officials regarding the memorial park irregularities on August 29. According to an initial investigation, the Noida authority during the previous Bahujan Samaj Party (BSP) regime had sanctioned R727.50 crore for construction of the memorial park in 2008-09, without even having the mandatory approval of the state cabinet.

“The authority had spent R84.57 crore on erecting a boundary wall of the Dalit park,” said the lokayukta.

The 82.5-acre park, located on the eastern banks of the Yamuna in Noida’s Sector 93, has statues of Mayawati, her mentor Kanshi Ram and Dr BR Ambedkar. The park also has statues of elephants, the BSP symbol. BSP supremo Mayawati had inaugurated the park on October 13 last year.

After the Samajwadi Party came into the power in March 2012, chief minister Akhilesh Yadav announced to conduct probe into alleged financial irregularities in the constructions of memorials across the state. In May this year, the chief minister had claimed that an alleged financial fraud to the tune of R40,000 crore could emerge in installation of statues of elephants and Dalit icons by the previous Mayawati government in the state.
