State financial commissioner (revenue) Arun Kumar on Tuesday reviewed the capacity-building measures of the departmental officers put in place under the Disaster Management Programme.

He asked officers to ensure that the guidelines of the National Disaster Management Authority (NDMA) are adhered to in letter and spirit. He instructed them to take necessary capacity-building measures to face any disaster or eventuality for which sufficient funds have been provided under the 13th plan of the finance commission.

Kumar directed the officers concerned to expedite purchase of cranes, cutters, snow cutters, JCBs, hook lane, tents and other rescue equipment, besides keeping emergency medicines available to meet the requirements in case of any eventuality.

He asked the officers to keep close coordination with each other so that the efforts made prove fruitful.

It was decided in the meeting that the deputy commissioners of each district be approached to ensure that the new infrastructure in the government as well as in private sector comes up in accordance with the recommendations made by the NDMA. Besides, they have been directed to organise workshops and adopt other means to communicate the NDMA guidelines to engineers and ensure appropriate training to masons and other skilled work force being engaged in the construction work activities.

It was also informed in the meeting that two early warning systems, one each at Jammu and Srinagar, have been installed while the directorate of SDRF civil defence is planning to install these systems in every district of the state.
