Nearly a month after the National Green Tribunal ordered a ban on groundwater extraction by real estate players, the Noida authority on Monday made it mandatory for developers to get clearance from the Central Ground Water Authority (CGWA) before starting a big project.
According to authority officials, no building layout map will be approved by the authority until CGWA gives its green signal to the big ticket realty project's basement digging.
"A builder will have to take no objection certificate (NOC) from CGWA, which will first inspect the project site and specify a method of recycling groundwater. Only after that the authority will approve the building map. The objective is that builders do not dig unnecessarily deep basements and waste precious groundwater," said a Noida authority official.
The CGWA clearance will be mandatory for big projects. All kinds of plots - residential, commercial, institutional or mixed-land use - come into this category.
"NOC from the central water body is mandatory only for those projects, which need deep digging for single, double or triple basements to lay building foundations. We have not yet specified the exact size of the plots, which will need NOC," said the official.
Noida authority chief executive officer Rama Raman had a high-level meeting last week and made this (CGWA clearance) mandatory. On January 11, while hearing a PIL seeking ban on groundwater misuse by builders, NGT had ordered a temporary ban on groundwater extraction till January 24. Later, the tribunal extended the ban till February 8.
